In the late 19th Century, the site had been used a seaside customs station prior to the reclamation work in Mei Foo and Lai Chi Kok areas. The buildings were built in 1921 – 1924 as living quarters for Chinese laborers. The building were subsequently served as a quarantine station, a prison, infectious disease hospital and a psychiatric rehabilitation centre.

The buildings were classified as a “Grade 3 Historical Building” with an Utilitarian architectural style. Some of the blocks were built with brick walls strengthened with internal angle buttresses and roof covered with Chinese tiles. Some were built with open verandahs, brick walls and wooden doors and windows. The buildings are now used as a cultural hub promoting Chinese culture with event facilities of the Gallery, Heritage Hall, restaurant and a hostel.
