Prof. Ling is the Past President of the Hong Kong Institute of Planners and former Director of the Planning Department. He is now the Honorary Professor of The Department of Urban Planning and Design, The University of Hong Kong, Professor of Practice (Planning) of the Department of Land Surveying and Geo-informatics, The Hong Kong Polytechnic University, and Adjunct Professor, The Department of Geography and Resource Management, The Chinese University of Hong Kong.
