GIS is used by the RVD as an effective spatial analytical and valuation tool in conducting valuation for various types of landed properties. Similar to a relational database connecting different tables of textual data and numbers by using a common identity key, the IPDB developed in RVD is a comprehensive spatial system which can relate spatial information (e.g. digital maps, zoning and building plans) with integrated textual property data (e.g. valuation characteristics, rental and sales records etc.) and pictorial information in the Document Management System by using location as the key reference.
Through the IPDB, valuation staff can easily locate a particular tenement, building or group of buildings on the map and retrieve the related property data, transaction records, photos and plans, etc. To facilitate analysis, value and transaction are shown in different colours on the maps. The spatial tools of the IPDB also enable staff to define the location and shape of a particular tenement on the maps, upload the building plans and calculate the area of concerned tenements.
Mr. Tong will illustrate the general GIS technologies and share with us how the RVD can make use of the IPDB in conducting the statutory valuation. |
