Sr Tang was graduated in Higher Diploma in Land Surveying in the Hong Kong Polytechnic in 1992. After his graduation, he has obtained three master degrees in the field of common Laws, construction and real estate and philosophy (surveying and geo-informatics). In 1995, after he qualified as a member of RICS, he established his own surveying firm. In 1997, he joined Hong Kong Institute of Surveyors; and honored a fellow membership in 2009. He has registered as Registered Professional Surveyors (Land Surveying) and Authorized Land Surveyors 1997 and 2001 respectively.

He has vast experience in land boundary survey who has handled over 10,000 land boundary cases. As an expert witness, he has provided expert opinions over 100 court cases. Apart from Land Boundary Survey, his company also involved in large scale civil engineering works and building works, such as HZM bridge, Three Runway System of the Hong Kong Airport etc.

As known, Block Government Lease is a primary record for land grant in New Territories in 1905. After the BGL, the land grant would be generally known as new grant.  However, both document did exist ambiguity in determination of the land boundary. The significance of these documents should have an in-depth study and research for the interpretation of the grant intention. Meanwhile, due to the defects these primary evidences, land surveyors always find extrinsic evidences to patch out and restore the intended boundary. However, differences in interpretation by different surveyors over these cadastral records might come different boundary definitions. Sometimes, this difference may lead an unnecessary boundary conflicts which consequent a law court decision. The speaker would express his views over the interpretation of the primary evidence; and how to weigh the extrinsic evidence to restore the original intention of grant for determining the boundary.
